Veterinary Financial Assistance
Our Veterinary Assistance Program aims to serve pet owners in Alameda & Contra Costa counties experiencing financial hardship in accessing veterinary care.
If your pet needs medical care other than spaying or neutering, our Veterinary Assistance Program may be able to help.
Depending on your pet’s needs, our Humane Advocacy (HA) staff will collaborate with you to access veterinary appointments at either our Theodore B. Travers Family Veterinary Clinic or an external partner.
You can expect to have an advocate by your side supporting you in accessing veterinary care, making financial decisions, and ensuring you have the proper resources needed for your pet.
Due to high demand, we are currently only accepting referrals from other service providers. Our spay/neuter and veterinary assistance programs will resume in January 2025. Please check our website at that time for updates and to submit your application. We appreciate your understanding!

How to Apply
To get help from our program, pet owners must:

- Fill out and send in our Veterinary Assistance Program Questionnaire.
- Live in Alameda or Contra Costa County.
- Be approved by our Humane Advocacy (HA) staff for veterinary care.
- Meet certain income guidelines based on federal poverty levels.
- Show proof of owning the pet for at least 30 days.
- Follow all East Bay SPCA & Humane Advocacy rules and procedures.
Other things to know:
- Our Humane Advocacy staff will help schedule vet appointments for you.
- A vet must confirm your pet’s long-term health is good.
- We can’t help with ongoing, specialty, emergency, or preventative vet care.
- Submitting this questionnaire does not guarantee financial assistance.
Spay/Neuter Vouchers
Different from our Low Income Spay/Neuter Services, we have a Voucher Program which offers spay/neuter services for dogs and cats at a discounted rate. Pet owners must apply for a voucher, be pre-approved, and schedule their pet’s procedure date directly with our Humane Advocacy Team.

For qualified applicants, a dog or cat spay/neuter is $60.
We do require the above costs be paid at time of booking the appointment as a deposit to hold the appointment. As long as you come to your scheduled surgery on time, the cost is applied to the cost of surgery.
Additional supplies/treatments are an added cost.
To get help from our program, pet owners must:
- Fill out and send in a Spay/Neuter Voucher Application.
- Live in Alameda or Contra Costa County.
- Be approved by our Humane Advocacy (HA) staff.
- Meet certain income guidelines based on federal poverty levels.
- Show proof of owning the pet for at least 30 days.
- Follow all East Bay SPCA HA rules and procedures which are listed on the last page of this application.
Pet Requirements:
- Age: Dogs must be 6 months to 6 years old. Cats must be 4 months to 6 years old.
- Weight: All animals must be 4 to 120 pounds
- Medical History: Your animal must be healthy and cannot have any underlying medical conditions.
Qualified pet owners are required to pre-pay the $60 for their pet’s procedure at the time of booking the appointment.

Submitting an application does not guarantee access to services.
If you do not meet our eligibility criteria, HA staff will contact you; we may be able to provide alternative options and resources for you.
If you do meet our eligibility criteria, HA staff will contact you to discuss next steps for scheduling an appointment.
Please note:
- Applications open on the 1st of each month, and we accept a limited number of applications during that time.
- If the 1st of the month is on a weekend or holiday – check back the next weekday. For example, applications in September will open on Tuesday the 3rd and in December they will open on Monday the 2nd.
- Once we reach that limit, the application process will close until the 1st of the following month. If the application shows “The form Humane Advocacy Spay/Neuter Voucher Application is no longer accepting responses”, check back on the 1st of the next month.

Across Contra Costa and Alameda counties, there are multiple options for pet owners to vaccinate their cats & dogs at low or no cost. If your pet needs vaccines, the following organizations offer low-cost and/or free pet vaccinations. The requirements for assistance vary, so please review the requirements for each individually.
